Prof. Michael RAMSDEN has published an article “The Future of Wednesbury Unreasonableness in the Substantive Review of Administrative Discretion: A Hong Kong Perspective” in The Chinese Journal of Comparative Law. In this article, Prof. Ramsden argues for the continued retention of Wednesbury unreasonableness in Hong Kong judicial review and for its co-existence alongside proportionality review.
