Prof. Lee commented that “the tragic cargo plane crash at the Hong Kong airport on Oct 20th involves multi-faceted legal issues. One of the most important is the accident investigation. Global interest in the investigation of all aircraft accidents has established an international legal principle: the sole objective of such investigation is the prevention of accidents. Apportioning blame or liability is not the purpose.”
