CFRED’s 3rd Environment and Energy Law Seminar- Clean Energy Transition in Taiwan: Regulatory and Policy Challenges by Prof. Anton Ming-Zhi Gao

In 2016, the new Taiwan government adopted ambitious renewable energy policy objectives and at the same time committed to achieving a nuclear-free electricity mix. Achieving the 20 percent renewable energy target by 2025 provides significant investment opportunities for equipment providers and utilities, but also presents important regulatory and political challenges. This talk critically discusses the regulatory and policy aspects of Taiwan’s renewable energy transition. It compares Taiwan with other key renewable energy destinations, mainly Germany, and argues that, although ambitious support schemes should remain at the core of the energy transition, there is also a need for the reform of the flawed electricity market structure.

About the speaker:

Anton Ming-Zhi Gao is Associate Professor of Law at Institute of Law for Science and Technology, National Tsing Hua University (NTHU). In 2009 he received his Ph.D. in Law from Leuven University. Professor Gao specializes in energy and environmental law, with a focus on the energy transitions in Taiwan. He is the author of Regulating Gas Liberalization (Kluwer, 2010) and of numerous papers in the main energy and environmental law and policy journals.
