Consumer protection has been globally one of the most dynamic areas of law over the last half century. As an advanced economy and shopping metropolis Hong Kong might be expected to have modern consumer protection laws, but one finds significant gaps, especially as regards private law rights and enforcement. After reviewing the history of failed reform proposals, it will be argued a coherent consumer policy is needed both to meet the expectations of Hong Kong citizens and to underpin its shopping tourism.<\/p><\/div>
