The seminar titled “The Latest Development and Practice of Cross Border Dispute Resolution in the Greater Bay Area” concluded successfully on 23 October 2025 at the CUHK LAW Graduate Law Centre in Central, drawing nearly 200 participants from the legal, academic and professional communities.
Co-organised by the Shenzhen Court of International Arbitration (SCIA), South China International Arbitration Center (HK) (SCIAHK) and CUHK LAW, with support from the Department of Justice of the Government of the Hong Kong Special Administrative Region (HKSAR), the event brought together leading experts and practitioners to explore the evolving landscape of dispute resolution in the GBA.
The seminar began with opening remarks from Dr. Kwok-kwan CHEUNG, The Acting Secretary for Justice, HKSAR Government; Prof. Chao XI, Dean of CUHK LAW, and Dr. Xiaochun LIU, President of SCIA and Executive Chairman of SCIAHK. Their speeches set the tone for a thought-provoking afternoon of legal dialogue and exchange.
Two keynote addresses offered deep insights into the region’s arbitration developments. Dr. Anthony NEOH, Vice Chairman of the Council of SCIA and Chairman of the Board of SCIAHK, spoke on “Why Resolve Cross-border Disputes in the GBA?”, while Mr. Xiangyang XI, General Council of SCIA and former Judge of the Supreme Peoples’s Court, provided expert analysis on “Understanding China’s New Arbitration Law (2026): Key Amendments and Practice Guidance”.
A lively fireside chat followed, featuring Mr. Huen WONG, SCIA Council Member and Executive Chairman of SCIAHK, and Mr. Jing LIU, Arbitrator of SCIA and SCIAHK. The discussion explored practical approaches to dispute resolution within the Greater Bay Area, key interpretations of China’s amended Arbitration Law, and comparisons between arbitration procedures under common law and civil law systems.
The seminar also celebrated academic excellence through the presentation of the SCIA Scholarship Awards, recognising outstanding CUHK LAW students from the LLB, JD, and LLM programmes for their achievements and exceptional performance in the FDI International Arbitration Moot in 2024-25.
The event concluded with a closing remark by Dr. Elsie LEUNG, SCIA Council Member and SCIAHK Director, bringing a thoughtful end to a day of meaningful exchange and collaboration.
