Professor Deemer was a Partner of Vinson & Elkins Law Firm, practicing in their London office, and retired at the end of 2018. Paul’s practice at Vinson & Elkins focused on international mergers and acquisitions and on the development and financing of international energy projects. He has worked extensively on international oil and gas projects, including the acquisition and disposal of oil and gas assets and companies owning those assets, cross-border oil and gas pipeline projects, and LNG and electric power projects in Europe, Asia, the FSU, and the Middle East. He has represented developers as well as multilateral lenders on international energy project financings.

Paul has worked on projects in China since the early 1990s, and was managing partner in the Beijing Office of Vinson & Elkins from 1997-1999 and from 2002-2012. He was also based in the firm’s Houston, Moscow and Singapore offices. He has broad experience on global oil, natural gas, and electricity projects.

Paul is also a Visiting Professor at Queen Mary University of London, Centre for Commercial Law Studies, and an Adjunct Professor at Vanderbilt University Law School. Paul regularly lectures at Cambridge University Law School and the Technische Universitat Berlin.
