The 4th EU-Asia Aviation Law Forum – ‘Broadening Concept of Fair Competition in International Aviation’ (Online)

Jointly organized by the CUHK LAW CCTL and the Centre for Commercial Law Studies at Queen Mary University of London, the EU-Asia Aviation Law Forum aims to engage in debates on aviation law issues in the EU and Asia.

The 4th EU–Asia Aviation Law Forum will examine the expanding concept of fair competition in international aviation. European airlines have long argued that competition with Middle Eastern carriers is unfair, mainly because of alleged government subsidies and regulatory asymmetries. As Middle Eastern carriers capture a significant share of connecting traffic between Europe and Asia, European and Asian airlines are calling on their governments to take action, stressing that fair competition is a condition for market access.

The current Iran crisis highlights how much the EU–Asia aviation market has depended on Middle Eastern airlines. At this forum, four renowned aviation law experts will discuss this transnational development.

About the Speakers:

    Emmanuel Vivet, is an aviation specialist with over 20 years of experience. Originating from the French civil aviation authority, he also worked in the European Commission aviation negotiation team and in an international postal firm (2011-2019). His latest position (2019-2026) is Director for Air Services at the French Direction générale de l’aviation civile (DGAC). As such, he was the French Chief negotiator for air services agreements and the National Regulator, in charge of licences, passenger rights, PSOs and the overall overseeing of competition on the 1350 scheduled airlinks touching France, out of which 350 on intercontinental routes.

    Dr Antigoni Lykotrafiti is a Senior Lecturer in Transport, Energy and the Law at the Centre for Commercial Law Studies at Queen Mary University of London, where she teaches and carries out research in the areas especially of air transport law and shipping law. She is also the Director of the Postgraduate Certificate in Aviation Law. Prior to joining Queen Mary, Antigoni worked for the Organisation for Economic Cooperation and Development (OECD) in Paris, France on transport policy issues. She has been a visiting research fellow at the British Institute of International and Comparative Law (BIICL) in London and a visiting professor at the University of Bergamo, Italy.

    Dr. Jae Woon Lee is an Associate Professor in the Faculty of Law at the Chinese University of Hong Kong. He has been working, teaching, and researching in the field of aviation law and policy since 2004 and is an internationally renowned expert in aviation law. His main research and teaching interests are aviation law and competition law.

    Prof. Lee has seven years of legal affairs experience in the airline industry, advising the company on issues relating to airline liability, government regulation and competition law matters. He has acted as legal advisor to the Ministry of Foreign Affairs of the Republic of Korea on aviation law issues and regularly attended the International Civil Aviation Organization (ICAO) Legal Committee as a Korean delegate. He is currently the 3rd Vice-Chairperson of the ICAO Legal Committee (2024-2028) and was the Chairperson of the Legal Commission at the 42nd ICAO Assembly (2025).

    Prof. Lee has published on various aviation legal issues in major air law journals and other leading journals of public international law, trade law, company law, and competition law, including Journal of International Economic Law, Leiden Journal of International Law, Journal of World Trade, European Business Organization Law Review, and Journal of Antitrust Enforcement. He has also published in top-tier aviation journals such as Journal of Air Transport Management and Transport Policy. Prof. Lee serves on the editorial board of the Annals of Air and Space Law. He has received funding from the General Research Fund (GRF), Research Grants Council for his research on state ownership of airlines (2022-2024).

    Prof. Lee has served as a consultant/expert to government and international agencies, including the European Union Aviation Safety Agency, International Air Transport Association, and the Hong Kong Competition Commission. He frequently presents at academic and aviation industry conferences and regularly comments in the media.

    Moderator: 

    Mr. Máté Gergely has worked in the Aviation Security Unit of DG MOVE as secretary to the EU Aviation Security Committee, and dealing with international relations and cybersecurity since 2020. He joined the European Commission’s Directorate-General for Transport in 2003 (now DG MOVE) in the area of international aviation negotiations (e.g., US, Canada, Balkan States) and the regulation of the EU internal air transport market (Regulation 1008/2008). In 2010, he returned to Hungary to serve as Director General of Civil Aviation responsible for international relations, policy-making and law. Between 2012 and 2018, he worked again in DG MOVE in international aviation relations. From 2018 to 2020, Mr. Gergely was a senior expert in economic regulation at the International Civil Aviation Organization.
